LATROBE – Prepare now for Westmoreland Cleanways and Recycling’s upcoming Household Hazardous Waste (HHW) Collection, being held on Saturday, November 19, from 9 a.m. to 1 p.m., at the Westmoreland Cleanways Recycling Center, 113 Innovative Lane, Latrobe, PA 15650.


Pre-registration is required, and fees will be charged to all participants.

Westmoreland Cleanways and Recycling members will receive a $.10 per pound discount on the cost of disposal.


ECS&R, a hazardous waste contractor from Crawford County, is handling registration and conducting the event. Register by calling ECS&R at 1-866-815-0016, or visit Registrants will be assigned a time between 9 a.m. and 1 p.m., so there will be no lines to contend with. The amount due will be determined on site, depending on the weight of material to be disposed; payment can be made by cash, check (made out to ECS&R), debit or credit card. Westmoreland Cleanways and Recycling membership status will be determined before checkout to receive the member discount.


Give yourself plenty of time to go through your basement, garage, garden shed, and laundry room to gather all those household substances commonly marked “toxic”, “hazardous”, or “dispose according to local waste regulations”. All paints (latex, oil-based and alkyd paints, lacquers), mineral spirits, thinners, and other solvents will be accepted. Chemicals such as not-quite-empty aerosol cans, automotive fluids, degreasers, drain cleaners, fertilizers, old gasoline and fuel mixes, insecticides, pesticides, pool chemicals, metal polishes, old chemistry sets, wood preservatives and more will be accepted for safe disposal in the most environmentally preferred manner.


Material that WILL NOT be accepted include: explosives/ammunition, radioactive waste, medicines or medical waste, smoke alarms, fire extinguishers, or any substance regulated by the US Drug Enforcement Administration.


The 2016 Household Hazardous Waste collection is being sponsored in part by PPG Paints. All participants disposing of paint products will receive a coupon good for top-quality PPG Paints products available at their stores in Greensburg and North Huntingdon.

Recycling Information for Lower Burrell

Recycling Day for the City of Lower Burrell will be on Tuesday’s.  Residents are serviced every other week.  Please make sure your recyclables are placed out at curbside by 6:00 AM. 

Because this is Single Stream Recycling, nothing needs to be separated.  In the event you are not serviced on your scheduled collection day, leave your collection bin out and call

724-335-9875, extension 208.


Recycling bins (two per household) are available at the City of Lower Burrell, Monday through Friday from 9:00 AM to 5:00 PM.


Residential curbside recycling NOW includes:

Phone books, magazines, paperboard (cereal boxes), and ALL plastics (1-7)

Please place items in blue bins on your recycling day (No cardboard).


Important Information on Battery Recycling

Household alkaline batteries (AA, AAA,C,D, 9V) can be thrown into the garbage. Note though that all rechargeable batteries (as well as button batteries) must be recycled. You can recycle rechargeable at most electronic stores (ie. Staples, Best Buy, Lowes); or at the Lower Burrell Recycling day in the Spring or Fall.


Recycling of Compact Florescent (CFL) bulbs can be done locally at Lowes.

Leaf and Limb Disposal Area for Lower Burrell Residents

Please be advised the City of Lower Burrell leaf and limb disposal area is now reopened and available to City of Lower Burrell residents only. The disposal area is behind the brown building at City Hall and will be opened the following times: Monday – Thursday 7AM until 2PM, Friday – Sunday, dawn to dusk.


Please be advised the City will randomly spot check PA drivers licenses to verify Lower Burrell residency. Non-residents and landscapers / contractors may be cited. In addition, any person(s) dumping illegal material(s) may be cited.


Any required changes to the current operating hours or leaf and limb policy will be advertised publicly and available via our web site at or by calling City Hall at 724-335-9875 ext. 208.

Paper only recycling available again at Lower Burrell City Hall!

These are paper only recycling bins for magazines, junk mail, office paper, & newspapers (No cardboard, phone books, or pizza boxes).


Buying a new Refrigerator or A/C?


Recycle working refrigerators, freezers, and A/C’sBe paid $25-$35. Allegheny Power will pick up old working units for free and provide a rebate. Contact your electric company for current details of this and other energy efficient rebate programs (PA Act 129) including free CFL light bulbs.
