on their Local Earned Income Tax Residency Certification Form.


NOTE: City & County Real Estate taxes are mailed out on March 1 while School Real Estate Taxes are mailed out on August 1.  Sewage and Recycling bills have been combined, and are mailed each quarter: March 15th, June 15th, September 15th and December 15th.


Real Estate Taxes
Lower Burrell Real Estate Taxes are based on a millage basis. In Lower Burrell, the millage rate is 22.75 mills for real estate in 2019. You can calculate your tax by multiplying .02275 times your assessed valuation from Westmoreland County. Westmoreland County Real Estate Taxes are also based on a millage basis. You can locate their rate on their website.
Local Services Tax
LST is $52.00/ year after a gross wage of $12,000.
Per Capita Taxes
Per Capita Tax is a flat rate levied upon each adult, 18 years and older, within the taxing district. Per Capita Tax is mailed out on July 1st.  This tax has no connection with employment, income, voting rights or any other factor except residence within the community. In Lower Burrell, the city has a $5.00 Per Capita Tax and Burrell School District has a $10.00 Per Capita Tax. Exemptions are available through the tax office. Please contact the tax office to determine your eligibility.
Local and County Property Tax Payment Periods
Discount Period - 2% from March 1st through April 30th
Face Period - May 1st through June 30th
Penalty Period - 10% penalty from July 1st through December 31st.
School Property Tax Payment Periods

Discount Period - 2% from August 1st through September 30th
Face Period - October 1st through November 30th
Penalty Period - 10% penalty from December 1st through December 31st.

If you qualified for the Homestead Act, School taxes may be made in three (3) equal payments due: 9/30, 10/30 and 11/30.

Business Privilege Tax
Business Privilege Tax is due May 15th of each year.
Earned Income Tax (Wage Tax)

The Tax Office is no longer the collector of wage tax within Lower Burrell for the city or Burrell Area School District. This is a result of implementation of Act 32 of the Commonwealth of Pennsylvania, which has required all taxing entities within the state to move to a countywide tax collection system for wage taxes. The new collector is Berkheimer Associates.
